I think what he meant was that because she had faith she took action going to find Jesus and touching him. So Jesus healed her with the virtue/power inside of him.
Otherwise I am sure faith would be cruel and many would suffer for lack of it.
There is some power in faith but I dont know what it is.

Her faith was powerful because she accepted and believed that Jesus is her Lord and savior.
To have this type of faith is to love God with all your heart, stay in the word and feed your spirit By: Jnarnot - April 16, 2007 - Public Category: A Dead Girl and a Sick Woman

It is possible she sensed God`s presence. You can have faith like this woman by asking Jesus to come into your heart and by studying and living by His Word. By: Patty - April 16, 2007 - Public Category: A Dead Girl and a Sick Woman

The woman faith is made powerful by her own strong believe in the power Jesus has.

My daughter has just died, but come and lay your hand on her, and she will live. If I just touch his garment, I will be made well. Has Jesus spoken to them like he will to the disciples through the Transfiguration? and they did not understand. Death taht can be won. She blindly believes that. the other woman simply says if i touch his garments not him the Holy Spirit - i will be healed. The otehr woman not me but my daughter will be healed. Like the blind man calling out in recognition feeling that the Holy Spirit in the human matter of Jesus was passing in front of him. While he told these
things to them, behold, a ruler came and worshiped him, saying, "My
daughter has just died, but come and lay your hand on her, and she will
live."
Jesus got up and
followed him, as did his disciples. Behold, a woman who had an issue
of blood for twelve years came behind him, and touched the tassels of his
garment; for she said
within herself, "If I just touch his garment, I will be made
well."
But Jesus, turning
around and seeing her, said, "Daughter, cheer up!
Your faith has made you well." And the woman was made well
from that hour.
When Jesus came into
the ruler's house, and saw the flute players, and the crowd in noisy
disorder, he said to
them, "Make room, because the girl isn't dead, but
sleeping." They were ridiculing him. But when the crowd was put out,
he entered in, took her by the hand, and the girl arose. The report of this went out into
all that land.
